Our Mission
Franchise recordal with DIPR has traditionally run on paper, email, and repeat phone calls — opaque and slow enough that international F&B, retail, and education brands have routed to neighbouring markets instead. Administrative friction, not market demand, was signalling that Cambodia was “not ready for scale” to franchisors. CamFranchise exists to remove that friction.

Institutions Involved
The Ministry of Commerce (MOC) owns the CamFranchise programme; the Department of Intellectual Property Rights (DIPR), MOC’s specialised unit for trademarks and franchise recordal, reviews and certifies every application. DIPR reviewers cross-validate trademark ownership against MOC’s own Trademark Register at submission time, and issue the QR-verified certificate on approval.

CamFranchise is developed for the Ministry of Commerce by LinkIT360, following the design conventions of established government digital services (in the tradition of GOV.UK and Singapore’s SGDS): a persistent trust signal, plain-language content, and accessible, high-contrast design.
